Custom tools you define here are added to the AI's toolbox. They're frozen — the AI can only trigger them, never change the command, query, path, or URL. Read-only by default; a command marked "changes things" needs the Mutations switch, exactly like restart/stop.

Command one argument per line — frozen, run with no shell. For a console tool this is the binary + fixed prefix (e.g. dig / +short); the AI appends the rest.
